What Is CARA? How India's Adoption Authority Protects Children and Families

If you are exploring the possibility of adoption from India, you may be wondering what CARA is and what role it plays in the process. The Central Adoption Resource Authority (CARA) is India’s central adoption authority, responsible for overseeing and regulating the adoption process. CARA’s role is to ensure that each adoption is ethical, carefully managed, and in the best interests of the child.
1) What is CARA?
CARA is the central authority responsible for adoptions in India, including those involving international families. For U.S. families, the process involves two central authorities: CARA in India and USCIS in the United States. Together, they create a structured, legally regulated process that requires thorough documentation and multiple levels of approval.
The role of CARA is extensive, covering the following areas:
Licensing of adoption agencies working with India
Regulation of those agencies and the adoption process itself
Establishing eligibility requirements for prospective adoptive families
Reviewing adoption registrations
Overseeing referrals
CARA is the central authority overseeing the adoption process on the Indian side, meaning it plays a central role in protecting the integrity of every placement.
2) How does CARA process adoption applications?
CARA oversees how adoption applications are reviewed, approved, and matched with children through a structured and regulated system. Families do not work with CARA directly, so a licensed adoption agency such as Adopt International will submit your application to be evaluated within this system.
Once your family’s documentation has been prepared and submitted, CARA reviews the registration to confirm that it meets its eligibility requirements. The process considers factors such as citizenship or immigration status, OCI/NRI status, legal history, physical and mental health, and financial stability.
When your family has been approved for adoption, you are placed into a waiting group based on the type of child you are eligible to be matched with. When a child becomes available for adoption, the system identifies which approved families meet the matching criteria for that child.
When a child “in good health” becomes available for adoption, families are considered in order based on their approval details and how long they have been waiting within that matching group, rather than having a caseworker individually match each child to a specific family.
CARA also follows a defined priority structure for children who are in the “in good health” category. Children are first considered for domestic adoption within India, followed by families with Indian heritage connections, including NRI and OCI families, before becoming available to other international families.
As a result, timelines for adopting a child from India can vary. The wait is influenced not only by administrative steps, but also by the availability of children, how children are classified, the number of families waiting, and CARA’s placement priorities.
Children who are categorized as having a special medical history or need are initially matched by the licensed adoption agency, such as Adopt International, and then CARA approves the match.
3) How does Adopt International support families adopting a child from India?
Adopt International supports families from the very beginning with a hands-on and carefully structured approach. This includes:
Preparing families for what the process involves
Incorporating key information into the home study
Gathering and organizing required documentation for CARA registration
Submitting materials through CARA’s system
Presenting the child’s profile for review
Reviewing special needs children profiles
Matching waiting families with special needs children
A key part of this approach is identifying potential eligibility issues and preventable barriers before you invest significant time and resources. Drawing on our years of experience, we can help identify both common and less obvious potential pitfalls by reviewing factors such as immigration status, health history, and financial stability early in the process. While not every barrier can be anticipated, particularly when external factors are outside our control, our experience allows us to help you navigate unexpected challenges if and when they arise. This preparation and ongoing support can help reduce avoidable delays and ensure you are not navigating a complex process alone.
CARA’s role is to provide a clear, regulated framework that ensures every adoption from India is handled with care, transparency, consistency, and the child’s best interests at the center. While the process can feel overwhelming at first, understanding how it works can make each stage feel more manageable.
With support from the team at Adopt International, families are guided through each step of the journey, from early screening and preparation through to referral and placement, providing the clarity, structure, and hands-on guidance needed to move forward with confidence.
Adopt International is a non-profit organization supporting families through the complexities of international adoption, including adoption from India. Led by India Program Director Sharmeela Shah, LCSW, our India program provides compassionate guidance, reliable resources, and personalized support to help families feel informed and prepared throughout their adoption journey.
